About Building And Quantities Division
The Division has been in existence since 2001 after De-Merging the Department of Physical Planning from the Department of Works and Services. The division have 2 different unit and they are:

- Quantities Management Unit
Building Management Unit
Building Management unit is saddled with the responsibility of effective cost management and value management on all infrastructural development carried out in the University.

From take-off point the Building and Quantities Division progressed under the leadership of Bldr. E.O. Abulefon (2001- Till Date).

- Project Monitoring and Supervision:
Committed to the meticulous monitoring and renovation of projects. Ensuring that each project is completed on time, within budget and to the highest quality standards.
- Project valuation and payment certificate:
Ensuring the accurate and fair valuation of all construction and renovation projects. Our details process guarantees that every phase of the project is properly assessed, and contractors are paid promptly and accurately for their work.
- Project Evaluation:
Ensuring a systematic and objective assessment of an ongoing or completed project.
- Sustainability Initiatives:
Implementing sustainable practices and energy-efficient solutions to minimize the environmental impact of our buildings and operations.
- Compliance and Safety:
Ensuring all projects and buildings comply with relevant regulations, codes, and standards to guarantee the safety and well-being of the University community.

Quantities Management Unit
Quantities Management Unit was established as an integral part of the Physical Planning Department in 2014 by Architect Folusho Charles Awe (The then coordinator). The Department was later upgraded to Physical Planning Directorate in 2023 under the administration of Architect Adetunji Bello, the substantive Director who deploys quantity surveyors to the Unit for optimum performance of quantity surveying functions. Currently the unit is being headed by Qs. Adaralegbe Olumide Adebowale.
Underlining Philosophy of Quantity surveying profession
The Philosophy underlining Quantity Surveying profession is to develop and advance science and practice of profession with emphasis on construction project planning, Procurement, contract management and cost management.
Traditionally, the profession is concerned with financial control and probity of construction projects.
Core competencies.
The core competencies of Quantity surveyors are:
- Quantification and costing of construction work.
- Commercial management of construction or design economic and cost planning
- Contract practice.
- Construction technology and environmental services
- Procurement and tendering
- Project financial control and reporting
Purpose of the Unit
The purpose of Quantities Management Unit is to keep a close eye on project finances and contractual relationships in the University. The unit ensures accurate financial position of the University’s construction projects and their effective control.
Functions of the Unit
The Quantities Management Unit performs the following functions in the University.
- Development of budget estimates for allocation of funds to projects by the University management.
- Raising of valuations for interim payment certificates.
- Visibility and viability studies
- Preparation of status updates during construction stage.
- Undertaking project monitoring/supervision assignment
- Preparation of Bills of Quantities
- Actively participating in the procurement/tender processes including tender meetings, evaluation, analysis, and reporting
- Determination of cost implications of contractual issues
- Valuation of variation orders

Professional quantities Surveyors possess the ability to write clear and precise reports and to relay complex information in simple ways that can be understood by construction clients. Communication among relevant parties on the University projects is very essential because the nature of the industry requires a constant exchange of information to achieve successful project delivery. Effective communication flow deepens work relationship among stakeholders including project team members, management, senior executives, and sponsors. It also helps to avoid conflicts as well as enhance better decision making.
Analytical Reasoning
Quantity surveyors also possess analytical skills in the sense that they can detect patterns that often result in creative solutions. The skill enables Quantity surveyors to ensure that structures in the university meets legal and quality standards. Quantity surveyors also use this skill to provide timely advice to the management for informed decision making.

Negotiation skill helps the unit to save great deal of time and money on projects for the University leading to a better outcome for all stakeholders. The unit assists the University to achieve the best deal during negotiation, which is the one that offers the best value for the money.

Quantity surveyors are endowed with the ability for methodological approach to work with strong attention to details resulting in increased productivity and reduction in chances of error. Hence, they are responsible and accountable for supply of reliable information on the cost components of the construction projects in the University.

Organization skill is the ability to use once physical space and mental capacity or energy effectively and efficiently to reach desired outcomes. Quantity Surveyors possess the capacity to keep workspace clean and uncluttered. This skill enables us to be able to prioritize projects for maximum productivity.
